I dont know wich server u play but on the most server its easyer to buy 2 socket stuff... to much risk if it doesnt work with Tough Drill !!!
And u can sell ur 1 socket stuff for good money!!
its the same luck to make elite -> super on Twin City
But its true low level , low quality, and low plus its bigger chance in think!!!

I have some normal 1-soc gears that I use on my noobs when I plvl them with my archer.
Would tough drills work on normal 1-soc items at all, due to them being the lowest quality? If so, would the rate be pretty good (none of the socs are more than +3)?

So you spend all that money on a tough drill and it is not guaranteed to make a second socket? Wow I did not understand this. I realised it said to have a chance to make second socket but I thought that was just a typo due to improper dialect and it was guaranteed after all. That is rediculous!

correct, however, if it fails, you get a star drill.. and 7 star drills are guaranteed to give you a 2nd soc
