It's entirely useless. The House Agent and the NPCs around the House Admin are gone. I don't even know where to go to upgrade my house now....

the old way being giving him a house permit and 300k - but there is no way to make a house permit, you have to get it from an event ^

He gives me two options: House upgrade certificate and 500,000 silver or use 7 refined gems and 2 million silver ... if memory serves me right.

There is no way to get a upgrade certificate, to my knowledge.

I just hit over 4 million silver, so I plan to donate 3/4 of that to my nobility rank (I'm currently a Baroness.), and, well ... I wouldn't waste 7 refined gems to upgrade my house -- that's some BS right there.

Each of the timber vouchers is equal to 100 pieces of timber...So there must be some way to trade those in to get the house permit or upgrades

Nope, there isn't. I have looked everywhere around TC and the Market for an NPC that will accept those vouchers.
